Click fraud is not confined to content. Adsense publishers can install a google search box on their pages that sends people to the Google home page. Those publishers then share in the revenue of any ads clicked there. That means it really easy to route a botnet though those search boxes and actively attack the ads on google itself. Until Google lets advertisers turn off the whole adsense network instead of just content all google ads are in play.
